this is a very important concept that is being applied to the global warming and climate change debate both in support of and against drastic measures.

(you'll also probably recognize this as part of the argument Goerge Bush used, in reverse, in his pre-emptive policy and war on Iraq)

while the global warming alarmists tell us acting too late on certain issues will certainly doom us all, another way to look at it is:

(as for george bush and iraq - not enough is made of the decade of diplomatic efforts from Bush 1 to Clinton to Bush 2, so the only solution for anti-war supporters was no war at all. No amount of "diplomacy" was going to resolve a situation that was continuing to deteriorate in Iraq and with the other security council members who were going around the oil for food embargo and privately embarrassing the US and Britain: France, Germany, and Russia)
